That's a lot of snow or people don't shovel their sidewalks.
Looks like Rosedale. Residents there are not obliged to shovel snow.
Perhaps their waiting for the army to come in with shovels.
It's Yonge just north of Davisville.
It had just snowed starting the night before, ending only an hour or two before that pic was taken. Since it was Sunday, many of the businesses along that stretch of Yonge weren't open, so no one was there to shovel.

Belgium is doing what it does best in winter ... grey, howling wind, sideways rain - bleh.
